Can't it be a little bit of both?

Anyway, I'm trying to think real hard on why we tap the knife before we start to cut. I mean this guy is obviously a meme, but even regular people tap their knife now and again.

The best conclusion I can come to is maybe about an intrinsic need to make sure that the tool you're holding is "in place" - sitting in your hand in a way where pushing it against a surface doesn't cause it to shift even a little. But really who knows.

that is only something a person without knife skills would criticize him for. knives move a little bit in your hand when you use them, you're not supposed to grip them like a gorilla
tapping the knife to reset it into position in your hand is what you do

also if you've never seasoned with the elbow cascade you should try it, I actually tried it for fun when I saw him do it and realize it distributes seasoning more evenly than any other method

People always laugh and never believe me but I use a similar technique when talking with women. If you snap you fingers intermittently, you capture their attention and create mystery. Your words will embed themselves in their mind and you will progressively have more and more command of their focus.
It is similar to the knife tapping, and I bet this restaurant is very successful.
