The issue is that by washing the eggs it can weaken the shell enough that salmonella can pass into the egg itself if you don't do it properly. So in the US they wash the eggs with a hot water solution, then chill the egg immediately and keep it refrigerated.
In the EU they vaccinate against salmonella and don't wash the eggs and don't refrigerate them, so the consumer can leave them out, but they have to wash the egg themselves before using it.
If you're in Australia there's no specific standard except that you can't sell "dirty eggs" (and certain standards IF you choose to wash them) but generally speaking there's no real downside to putting them in the fridge and Australia gets stupid hot and stupid humid in many places so practically anything that can goes in the fridge.

I don't think that's right. In the EU, they have strict laws about how clean the farm has to be to prevent the egg from being dirty/covered in shit.
