The 90s were all about breaking the mold and technology hadn't reached the point yet for the most part where those trends were solely focused on media or technological change, so a bunch of experimental food items came out that rapidly increased variety. Since you can do a lot with ice cream as a basic concept, ice cream in particular saw a massive diversification during that decade. There was also a baby boom that occurred in the late 80s to early 90s as better economy conditions caused a lot of Baby Boomers to finally have children, so the potential market for ice cream grew for the first time since the early 70s. You can see the same trend in a lot of snack foods from that era, but ice cream was on a totally different level.

When we were kids in the 80's and 90's, we had NES and SNES with a handful of games and cartoons were played on Saturday mornings. Our parents couldn't keep up entertained, indoors, so they made us go outside to play. All ice cream trucks had to do was drive down the street and the kids would come.
Now, kids have phones, tablets, consoles with hundreds of games, and cartoons that are played 24/7 and on-demand, parents are more terrified of strangers (even though, statically, the streets are safer, now), and groceries and snacks are delivered to the front door. Plus, more and more ice cream shops are moving towards "artisinal" ice cream and away from mass produced ice cream. There's just not a market for these treats, anymore. It's like how we used to see commercials for all manner of outside, active toys and, now, most children's toys are electronics, video games, or figurines with accompanying apps.
Seriously, we used to be able to go outside, pick up some sticks, and play for hours. Now, unless they've got a phone on which to collect Pokémon, kids aren't getting off of the couch.

Man, these threads make me jealous. I grew up in the 90s on the Outer Banks in NC, a very touristy beach area where you'd think ice cream trucks would be a no brainer, but no, we didn't have them. I'd always see them in cartoons and what not, and I wanted to get something from one so bad, but yeah, never happened.
