I'm on the fence, but I disagree with that statement. Roman concrete is the most famous example of that I can think of. The recipe was only recently cracked since the ancients that kept records of things like that left out important details because those details were insanely obvious to anyone at the time.

There also is a bit of evidence of people realizing alcohol was safer than water. Ships. Granted, it's a bit past the medieval era, but still well before germ theory. On long voyages, sailors were given beer and famously rum during the golden age because water could go rancid in such conditions. In 1677, long before Pasteur, Pepys's royal navy provisioning requirements listed alcohol specifically because it was safer than water.
