A disturbing amount of cows are grown on fields next to roads which causes them to breath things like heavy metals and dangerous chemicals and those in turn kill a lot of the natural bacterial activity that's normally present in the milk so it lasts longer

That's what I thought of when I was trying to figure out why certain brands of milk tasted so much better even if they were cheaper, and I think it's mainly due to the packaging. Also you're usually told to keep spices away from heat and light to prolong their shelf life.

I've worked at costco for 20 years and milk expiration dates haven't changed at all from my experience. Our milk is extremely fresh and has a very high turnover rate, if you buy milk from my store then the milk you just bought was still inside of a cow two days prior.
If I go to the target or grocery outlet the block down from my work, their milk situation is exactly as you described your experience from the 90's where 3-4 days on average, you never see anything more than 5-6 days out.
I would also like to point out that "Market Pantry" is a store brand and does not actually process any milk. Target just pays the local milk industry to put Market Pantry labels on the local brand's bottle. In my state, "Market Pantry" brand milk is produced and delivered by Darigold. It even comes on the same truck in the same milk crates as the Darigold brand milk that they stock right beside the store brand. All stores do this, even Costco. Darigold also delivers the Kirkland Signature brand milk at my work.
Refrigeration is also a lot more reliable.

Well what they tell me is that for every degree above 37 f milk gets it takes a day off the shelf life. There was probably not as good delivery, logistics and quality control of maintaining a cold chain so the dates were made shorter. I get 4 deliveries a week and the milk should all be dated at least two weeks out when I receive it (actually more like 3 for the high volume ones) and I'm required to mark down milk that is 8 days out and pull it from the shelf and 'donate' it at 7 days.

Display coolers used to suck much more than now; it's hard to keep temp control with an open front cooler.
Glass doors between the store and the cooler are increasingly common for energy efficiency/carbon feelgoodery, and a byproduct is that the stuff inside stays cold better.
