Doesn't look like you even tried.

Heat until raging hot, lid on, for 30 minutes.
Brush off the ash at that point with metal brush.
Wipe off remaining ash with oil soaked towel.

I got you OP. I have an I feared grill and that same exact shit happens to me. Completely solidified, cemented to the grates. Oven degreaser and scrubbing with )insert abrasive here) all failed. Do this:
>Cover grates with a sheet of aluminum foil
>Turn it on high and close the lid
>Let it heat up for 15 mins
>Turn off heat, let cool
The stuff will turn to ash and brush off easily.

Get it hot as fuck. Brush it down with your brush of choice. Oil it up good and let the heat season the grill. I use Pamspray because it’s cheap and easy to apply

They all get like that unless you scrub them like every time you grill

Why would you want to clean it? That there is extra burnt-on flavor. I guarantee all that stuff gives your food a "unique" taste.

Keep up the good work anon!

Purge it in fire. The unclean surface will slough off its impurities as ash and be reborn anew. Propane torch, weed burner, furnace, oven's cleaning cycle. If it is not clean the fire was not hot.
