Yes. They do it for alcohol and you have to be 21 years of age or older to have that. There are no age restrictions on cereal so you'd have a much bigger market and you could even operate at all hours of the day so you have much more opportunity for business.

There is no appeal. People don't go in order to save time because making a bowl of cereal takes a minute. People don't go due to preparer's expertise on the subject because they're doing the exact same thing you'd do at home. People don't go for variety because there are entire aisles of cereal in stores. Why would people go there? I think the only way it would work is if there was some socialization component like retro gaming, trading card games, board games, or some other nerdy thing where you can entice obese men to stay there all day eating cereal and gaming.

Those places have other things going for them like breakfast sandwiches, milkshakes, etc. If OP went for more of an overarching breakfast focused bar instead of just straight up cereal I could see it succeeding in a place like LA or NYC.
