Yes it’s possible, but it’s not good for infants. I don’t think it will kill them or make them sick, but it doesn’t contain all the nutrients they need to grow. Before baby formula people used to supplement breast milk with animal milk.

When she was alive, she was employed by a hospital and encouraged women to breastfeed. But if they didn't, it did not reduce her salary in any way. Her hospital (and many, I gather) gave away samples of formula which made it easy for lazy mothers to just not bother. Because breastfeeding often takes effort.
Do you know what lactation consultants call baby formula? Liquid twinkies, because that's about how nutritious they are.
