I'm sorry for the noob question. I received this from a Chinese friend and it was quite rusty so I decided to remove the rust with a hard sponge but I think i removed the black coating as well. After boiling some water the water turned brownish and some black dust appeared in the bottom. What should I do to prevent this from transferring to my food? Is this still usable if i cover it with vegetable oil?

No, I haven't. The reason is I don't have an oven to season it properly. But my other skillet died and now I have no other choice. I was thinking about removing the rust (it was brown), seasoning it with vegetable oil on top on the gas burner and using it. However the rust is not completely gone near the border and there's this fine black powder.

Put in some more work, flip it upside down and blast it with high heat. you dont season woks in ovens, they dont fit. heat thoroughly till till it is smoking, then cover it with oil. keep heating again until it is blackened.

Chink here. You'll need to season it again. Scrub it clean with lots of soap and water, then rub a thin layer of vegetable oil on both sides of the wok. Heat up the wok until you can see the oil starting to smoke and the surface should start turning black. Let it cool, wipe it clean with a paper towel, oil it and heat it up again. Do this until you get a nice black glossy finish on the wok and you're done. When washing it, don't use any metal scrubbers on it. Soap and the soft side of the sponge is fine.

Yeah, but it's possible that that black shit is what's left of the original cheapo (and probably quite carcinogenic) "non-stick". I had a cheap steel wok that did that so I removed the "non-stick" and now the bottom has better seasoning than my cast iron pan because every time I cook with it it gets waaaay hotter than my cast iron usually gets.

You need to use a brillo pad or steel sponge and remove the rust and previous seasoning. Put it on a solid surface and scrub with soap - it will take a while (at least 20 min) until you have clean bare metal. Put the wok on high flame and burn it bare until metal changes to a blue tint. You will need to have a gas stove. Be very cautious not to burn yourself, some people pull the gas regulator plate of the burner to get a higher flame. Does this to the whole wok moving it around until the whole thing turns blue. Now you can season it with oil - use a high smoke oil. You should use a good amount once the oil smoke turn of the flame and pour out the oil into a cooling container. Use a paper towel to spread the residual oil around and coat the entire wok outside as well. Only clean with water and a brush. use a wooden spatula to scrape off harder stuck on food put it back on the stove to burn off any moister and reapply a thin layer of oil before storing.

Bare metal will rust with ambient humidity, so people think all metal needs to be oiled when stored.

Seasoned metal shouldn't have that problem so it shouldn't really be necessary for pans that are taken care of. My family has a bunch of cast iron that is two generations old and is always stored dry without issues.
