Go shopping very early, when the shops open up.

Better yet, call ahead and ask at which day of the week they replenish the shells with the items you're interested in, and then go early.

There aren't any shortages where I live, in Brazil, but I live in a small town and my whole state has had 30 deaths or whatever.
