Stores generally don't stock an excess of toilet paper since it's so bulky and demand is usually pretty stable. Meaning there's not a lot of extra on the shelves and then people who think they're prepping for months in their house show up and starting buying lots of it. Then it snowballs, other people see the TP is running out, assume there must be a shortage, and buy up lots of it, thus actually causing the shortage.
