Is this in the US? Are the servers recieving a minimum living wage or being underpaid and reliant on tips? My understanding is that the culture in the US is to usually tip, so i guess that's expected. I'd agree that it'd be a very uncomfortable question to be asked though.

Over here in the UK, it's fine not to tip as waiters and such will be recieving at least minimum wage, if not a little more depending on their employer. We generally do leave a little extra if it's a restaurant rather than a pub or something though, notwithstanding exceptionally good service.
