No, I think it was mostly poverty food in most households across English. From crop famines to war rationing, it never got a good foothold from lack of prosperity to let it grow. Victorian times were the peak for the masses where merchant and booming industry could have raised some people up.
For the gentry, it was always pretty decent, from spice trade spices, to sugar and lovely fruit from the caribbean.
During the dawn of the jet age, it was notoriously bad and bland and had an international reputation as being the country you didn't want to layover in.
