They used to have that in South Korea too back when I taught ESL there about ten years ago (don't know if they still do now). Apparently older piping setups would get clogged easily with paper? Always seemed really weird to me too. Not sure why you'd even bother building the framework for a bathroom without making sure your pipes could handle paper designed for toilets.

It's because of squat toilets (in SK at least). They were embarrassed over still having primitive squat toilets when they hosted the Olympics a while back and rushed to change them all out to be regular modern toilets instead. But the piping was bad with low pressure and the paper at the time didn't dissolve well. This created a longstanding culture of believing you should throw toilet paper in a trash bin to prevent clogs even though that isn't actually a problem anymore.
