Serious answer: yes bell pepper, onion in carrot is used as a base of many recipes in the Americas like celery, onion and carrot are used in Europe. Of course if we're making a European dish we would use the intended ingredients but most creole, carribean and latin dishes use bell pepper, onion and carrot as a base.
