I always thought horse meat was super taboo in all western countries? Wasn't there some big scandal recently about it. In Japan we have horse fat as a common ingredient in stuff like shampoos, and they advertise it with cute images of horses on the bottle kind of like how chickens are mascots for chicken restaurants, so I never really understood what the big deal was.

They're always labelled as

Not really. It's just usually stereotyped as cheap, substandard, or low quality.
Eating, and selling horsemeat for human consumption is illegal in the US. Not really sure as to why though.

Frozen lasagna sold for years in different european countries was found to contain untracable horse meat. Horse meat is said to be delicous and somewhat sweet, but it's a companion animal which is very emotionally intelligent, so very many people have problems with eating it.

One of the problems about consumption is that to be considered human food, at least in europe, the animal needs a veterinary record that says exactly all medicine the animal has had during it's life. Due to a lot of horses being race horses, owners naturally don't want to keep a record of all the dope they put into the horses, and it's not required either. Therefore, lots of horses are deemed unfit for human consumption. After their career, the friendly race horses have a small opportunity to become small girl companion horses, but most end up in the grinder for dog food.
