A very small number of police are sadistic murderers. A much larger minority are negligent, lazy, selfish assholes who might get rougher than necessary in a heated situation, or are much too quick to pull out a gun. The biggest group of bad cops by far are the ones who don't really do any of that other stuff but overlook and excuse it when they see other cops doing it.
