I think it's poor sense for a company to financially dock a person. They could instead just make notes in the file, and 3 notes you sign, they fire you. That's cheap, but would make sense in places there is water restriction, like on islands with desal plants charging $2/gal out of the tap, or places where it's caught rainwater treated at a premium. So, by law, they have to provide water, but it's going to cost them the same as bottled water, really. If my father were in hospital I'd go to the head nurse and say so and she'd tell me that of course I could have my phone on me for something like that. She'd probably switch me to a low-risk patient as well.

I've been more than my managers and directors since I was like 25 or so. That had nothing to do with contacts, it has to do with honesty, ability and experience and the willingness to execute. Honesty is very important and I never got any jobs through "contacts."

My younger brother has a serious heart condition and could need to go to the hospital at the drop of a hat. On top of that, I have other younger siblings and my dad works full time over an hour away from our house. If my mom needs to take my brother to the hospital, the other children would need to be watched. It's a lot easier to just call and say "get home, I'm taking your brother to the hospital" than it is to find a babysitter.
At the same time, what if something serious were to happen to you, the manager who took the phones? I can't imagine your mother calling and saying she's in the hospital from a car accident and you saying "I'll be there as soon as I can, just let me open the safe to give my workers their phones back". And if you don't give them back, and you're still at the hospital passed your worker's shifts, I would think that'd be similar to stealing their phone.
