Freezing fish before serving it raw kills the tapeworm, and provided it's of a high quality, that's all you need to do before serving it. Don't quote me, but I believe most raw beef dishes like steak tartare require the beef to be brought below a certain temp to ensure safety. "cooking" through protein denaturation is a thing; acids, bases, and even alcohols can be used for this. Ramen noodles are made with lye, and ceviche is a raw seafood dish using lime juice to "cook" it.

But by definition, you can't "cook" food without heat, even if you can prepare it for consumption.

No, freezing doesn't really kill bacteria apparently. It works for killing parasites in fish but the bacteria is still there. Bacteria and parasites are killed by cooking because it denatures enzymes they require to survive, or outright destroys them (turns to ash). Freezing does not do this. It cannot denature or destroy many single celled organisms because they are not as susceptible to water crystalization damage.
In short, no you cannot freeze food to kill microorganisms.
