Occasionally, though the vast majority of the cheap beer market is low ABV stuff, and the high ABV cheap stuff "Malt Liquor" generally isn't marketed as beer at all (though it technically is). Malt content, the driver of ABV is also one of the primary ingredient costs (especially in macro beer with almost no hops, in stuff like NEIPA the hops can actually approach the malt in cost), so the profit margin on Budweiser is smaller than Bud Light, which is why the macros put all of their marketing force behind light stuff after Miller invented it in the 80s

Not really, most styles do not have a cheap variant, there are no cheap NEIPA, or cheap BA stouts, or cheap Lambic. Cheap beer comes in a pretty small handful of styles, unlike good beer which comes in an insanely broad spectrum of styles
