Nope, it's a beef mince pie made with carrots, oonyuns ect. With skill it's a lovely dish, you can use parsnip mash, mix some rosemary in, add a bayleaf or two. It's a humble and simple staple.

Basically yes, you cook the sauce/filling in a pan first; cook off the mince fat, red wine, add stock, cook it down ect. In a separate pan boil your spuds and parsnips, put sauce in deep dish, top with mashed up potato, 40mins in oven medium heat. Done
It's been an English staple for many generations.
