First of all South Dakota doesn't have an income tax at all and 90% of the Indians are on reservations and you won't see them unless you go looking for them.
South Dakota only has two big towns, Rapid City in the west and Sioux Falls in the east.
They are both pretty good.
But it depends on what kind of work you want to do.
More Tech and Finance in Sioux Falls.
Rapid City is Retail and Tourism.

I think ND's income tax rate is 7ish%
Fargo is pretty good but is over run with hipsters.
Grand Forks is American Canada. It's kinda nice but things are weird at the same time. The Air-force has a base there too so that bring it's of riff raff. Lots of Baby mama drama and infidelity in that town. Western ND has a woman shortage, as you would expect in a oil patch. I don't know if you are single or not or if any of that matters. Bismarck is pretty nice but expensive compared to the further east parts of the state.

Working for state government is the majority of jobs out there. I've lived in both, SD is superior from a financial standpoint. But the other stuff depends on what you want to do for work and what you want to do in your past time.

Nicest towns in ND, Bismark, Grand Forks, Fargo. I would probably live in West Fargo if I had to live in ND.

Nicest towns in SD, Rapid City, Sioux Falls, Brookings.


Between those three I'd choose Sioux Falls for the single reason that it is within 3 hours of Omaha, Fargo and Minneapolis for weekend trips or cheaper air-fare to further destinations
Flight's out of Sioux Falls are pretty cheap already.
Within 2hrs I can be at Lake Oahe on the Missouri River fishing or out east in Okoboji, IA partying it up on the lake with bikini babes.
Within 4hrs you can be in the Black Hills or the Badlands if you go west. Or the Mississippi River if you head east.
Brookings is a pretty standard college town.
Other than that manufacturing and agriculture are the main industries.

I live in Indianapolis and am happy with the variety of restaurants available. Sure there's only a handful of trendy asian places, but there are plenty of good steakhouses and new american style places as well as cheap breakfast options. Nothing like a chicken fried steak, 3 eggs, hashbrowns, a pair of flapjacks, fruit, and a pint of coffee before getting out to the project site.
