Eh, most modern IPA uses far tastier hop strains than were available 15 years ago let alone 200, and the primary factor against legacy beer using more hops was price.

Most notably most modern IPA (post-west coast style) adds most of the hops at toward the end of the boil and as dry hops after the boil where they add little bitterness but a lot of aroma and flavor
