Length of time would have no effect on botulism toxin being produced or not. If live spores are present and the environment is suitable (sealed anaerobic, non acidic contents) enough toxin to kill you and hundreds of others will be produced in a few days. If no live spores are present they won't spontaneously appear in a sealed can 20 years later.

If you're within a year or so of the expiration date and none of these symptoms are present, I think you'd be fine. But most canned foods are so cheap, just throw them away if you're concerned unless it is an emergency.

True, but even industrial canning, albeit rarely, malfunctions and fails to kill the spores. My point is if it was canned properly, botulism will not develop no matter how old it is since no live spores were present and if it was canned improperly with live spores remaining, the toxin will be produced in enough quantity to kill you long before the exp date.
