Only because they use it improperly. If you use it properly, you know right away that it needs sharpened. Even if you don't sharpen it, you don't change the types of cuts you perform or how you perform them. If you've never been taught how to use a knife then you can easily have serious bad habits that are made worse when you have dull knives to work with.

When people say a dull knife is more dangerous than a sharp one it's taken out of context. It's true for people who know how to use a knife but most people don't and just slowly saw through stuff whilst their fingers are nowhere near the blade. I know if I used a dull knife properly that it would catch and slip straight on to my fingers. Having said that I sliced the end of my finger one new years day when I had to get a chili started when I was still drunk and wated to go back to bed

Just get a couple 2-sided whetstones in 400/1000 grit & 3000/8000 grit. If you are working with abused knives with terrible nicks and damage, where the edge needs redone, get a fine bastard file and make a file jig for it (pic).

It is really easy to overheat your blade with such a fine grit anon, much easier than with a rough grit. Also, use a cotton cloth or hard felt buffing wheel with buffing compund for the final finish or bevel and bladeface (works amazingle well for deburring too). A buffed bladeface and bevel have a huge impact on stiction, your knife will fall through food with a 60 or 80 grit rough finish and then thorough buffing. That works like thousands of microscopic Kullens/divots.
