Come up with solutions that aren't "make the government bigger and give the government more money" if you want climate change to be treated seriously instead of as a partisan issue. As for taxes/services, most public services are paid for at the state level (education, police, firefighters, water quality) or are a combination of state + matching federal funding (roads/big infrastructure projects). None of those things have deteriorated in my state because lower federal taxes as a result of the tax cuts are unrelated to state revenue. Federal taxes disappear into the DC black hole while state taxes pay for things you actually benefit from in your day to day life.

For your last point, you're just highlighting how the scope of the federal government has expanded grossly beyond what was intended by our Founding Fathers. Trim the fat and stop federal government involvement in things besides national defense, foreign relations, immigration and regulating interstate commerce. All the rest is excess and bloat that needs to be scaled back. That's what "smaller government" means.
