Yep. You can make dairy free brownies using milk but you have to change the proportions so it's not really a clear substitute.

No, because the point of the milk is as liquid (with a small amount of added fat) while mayo is entirely fat. It will fuck up the recipe entirely. You could use mayo to substitute for vegetable oil or butter, but not really milk. You'd do better just using water and an extra drop of veg oil.
