That's because the CDC is keenly aware that it's easier to make a fat american eat less salt, than it is to make a fat american drink a glass of water.

The vast majority of cases of hypertension are caused by either
A. Atherosclerosis (plaque)
B. Hypervolemia

Hypervolemia is caused by water retention through osmosis, due to high blood sodium or high blood sugar.

In a normal healthy, non-diabetic person, who is drinking an excess of water, that high sodium or sugar would be quickly flushed out through the kidneys.

Long term water retention is due to dehydration.
