Unlikely that'll ever fully recover for two reasons:

a) it's his second stroke within a relatively short period of time.
b) Jack personally exhibits an incredible, characteristic unwillingness to take responsibility for anything and couldn't even be motivated by his previous health scares to change his lifestyle.

although I personally think he probably could regain at least some control with physical therapy and better habits, I doubt it'll ever happen.
