I've been dragged to a few by some friends and family, and aside from some decent plating there's absolutely nothing special. Food tastes average, despite several courses you don't feel like you've gone out to eat, and despite the "high end" atmosphere the other diners are always disruptive.

Maybe you guys aren't Anglophone, but jacket refers to the tuxedo of a jacket in this context. Fancy restaurants all over the world have such dress requirements. American dress codes are probably the laxest to be honest.

restaurants care about their image, because part of the service they provide is an experience for the guests. This is doubly true for high end restaurants that may want a dress code.
They dont want you to come to their fancy setting with fine crystal wine glasses and see someone there with sweatpants. It cheapens the experience. So they apply those rules to everyone, to maintain the image that they want to project.

I bought a tailored suit to go to a higher end place. The one opportunity to visit fell through due to multiple feet of snow, and now I'm too fat to fit into the suit, without ever having worn it outside the store I bought it. Fuck dress codes.
