Grew up near a fish market in Korea so always was pretty used to eating raw fish/mollusks every now and then, on top of eating beef tartare on special occasions, since it was so goddamn expensive. Never got sick from it once, though I remember having gastroenteritis at least once every year for a few years when I first moved to the US, though that was probably just from shitty school lunches.

Because the USDA spends (and more importantly, has spent in the past 70 years) a considerable amount of money in pushing comparatively risky foods as being significantly riskier than they are, in a pragmatic effort to cut down on their consumption over a wide population.
Mett probably wasn't ever popular in the states, but there are comparatively "dangerous" foods like Raw Milk and Rare Burgers that the USDA has an interest in preventing the widespread consumption of because, while a single person taking a 1-in-10,000 chance of giving himself botulism is a matter of bersonal responsibilidy, 315,000,000 each taking that 1-in-10,000 chance daily as a staple represents a statistically observable hit to the economy.
