It absolutely makes sense. The bread comes with the clip, the most neutral thing to do is to reuse the clip that they give you. It requires no extra effort in any direction, you're simply leaving it the way you found it. Using a rubberband is improving the situation because a rubberband will create a tighter seal than those shitty little plastic clips, it's what a lawful person would do.

The entire point of using the plastic thing is that you don't have to twist and tuck a thing. You're just leaving things the way you found them, it's as neutral as possible. When you use the rubberband you're replacing the plastic thing with a tool that is even better at accomplishing the intended task.

The loose plastic end of the bag is much larger than the little hole in the plastic clip. you have to get that scrunched together before applying the clip. twisting is the fastest method of acheiving the "scrunch" before applying the plastic clip thing.
