In all the hospitals where I have worked we distinguished between food and drink. Liquids were divided into thin liquids, like water, juice, lemonade etc. and "thick" drinks which tender to be soups or milk-based beverages. Thick drinks were for the sake of fasting for surgery and the like considered a food.
