As a non-native speaker I have always wondered about this. Shouldn't that be "heaped", as in somebody put a heap of something onto the spoon? "Heaping" would imply that the spoon itself is making a heap of something.

I dont think so. You can use the past participle of the verb (to heap - heaped - HEAPED) as an adjective. Similar to how you can say a "drunk" person - here you use the past participle of "to drink" as an adjective. But I am pretty sure you cant really do that with the progressive form.
