Normally, because it tends to be kind of expensive. My supermarket had boneless leg of lamb for $3/lb as a post-Easter sale last month, so I bought 3 packages and made roast lamb and shepherd's pie and lamb burgers and boti kebab masala and gyros. I wish it was more realistic to buy chops or even a leg. We did do a leg of lamb once now that I think about it, about a month ago. With roasted fig and onion gravy.

I live in America's equivalent of Mongolia, so we have lamb (and beef) aplenty. Lamb shoulder is the way to go. Cut it up for kebabs, or curry, or grill the whole shoulders. My favorite is to rub it down with salt, pepper, honey, and fresh mint and roast it. The mint chars just a little and the honey helps a nice crust develop.

The only times I eat lamb are at high end restaurants, but even then, I notice that it has an unusual, gamey/funky taste/smell that doesn't seem to match the "American palate," if such a thing can be described. We prefer our meats to be more neutral flavored, and then we control the flavor by adding seasoning, marinade, sauce, smoke, etc.

It's hard to find, and pretty expensive. Most grocery stores don't really seem to stock it, except around certain holidays, so I'd have to go to a fancy butcher, or to an ethnic market, which I don't trust their meat at all. Canadafag here, I've had a lot of aus/new zealand lamb, and its pretty good. Now we're getting lots of local stuff, some of it you can even get grassfed and shit from small farms. There's a farm near me that has pretty good stuff, but you need to buy a "side" of it, like half a lamb worth. Got one last year and split it around and froze some. I think I prefer canadian lamb to aus/nz but i think that might be because it isn't frozen first.
I think its eaten a bit more here than in usa but many people here are like "eww no it tastes weird" (spoiler, they've never actually eaten it, but just don't like the idea?) some people also think lambs are too cute to die or some weird shit, same with college age girls who hate deer hunting for "reasons".
personally i like it as much as prime beef, but i only get it when its a good deal, not paying 22$ monopoly-lgbt dollars for a rib rack or leg
