Extremely common, maybe even a preference thing to prefer the bechamel vs ricotta. A good bechamel has a hint of nutmeg, afterall, and therefores mirror a bit of the more spiced greek style lasagna. But, it's also the cheap way to make it, minus more expensive ricotta.

But, OP's video is a poorly made cheap lasagna. A white layer should be alternated every other layer, and red layer the other alternated layers. What's the point of combining them? Could have just made a rosa sauce instead. There was no cheese within the lasagna, so no strings of cheese with each bite, and no funky aged flavors.
