That being said, I like going full tilt on garlic bread. Last time I made it I sliced a nice wide ciabatta loaf down the middle and made a compound butter with dry italian seasoning, fresh basil, and fresh rosemary and mixed it with chef johns mortar and pestle aioli. Dusted the top with grated parm but not to much because its garlic bread not cheesy bread. Baked at 450 until the edges crisped up a bit then threw it in the broiler till the top was hard to the touch and served, it went with an ultra thick marinara sauce I jar. Fuck me, now I want to make it again.

I've talked to confirmed Russians before who browse this site, so it's not necessarily impossible that such a thing could be true. Having said that, I think Canadians are more likely to be behind everything. Every time I go to a diner and my order comes with toast, it's always perfect. The breast is toasted properly golden brown but it's nice and soft at the same time, and the butter's soaked into the bread instead of being sopped on top.
When I make toast, even when I set the toaster oven to Light, it comes out hard and crunchy even when it's not visibly toasted, and the butter never melts even if I let it sit on the hot bread

Serious answer here. I've been dealing with this too. The best answer I've seen so far is to melt the butter first, and then apply it to the toast with a pastry brush. I have been having this same problem with toasted burger buns. Butter is a bit of a pain in the ass to work with.
