The webm is in a Mexican restaurant. The dish is called Tostilocos, it's chips with a fuckload of condiments thrown on top.

So the Who Where and Why all being "Mexico" is an accurate assessment.

Looks like ramen noodles chili-lime mexican style. I see chicken or pork with a little stock, lime juice, crema (sweet sour cream), two kinds of hot sauce,chili powder, fresh grated queso fresca. The chips are for crunch and pretty presentation, and are bagged doritos and scooped out of the bag with tongs, because unlike some countries *couch* mexicans are very concerned street food being something that won't make them sick, and overall cleanliness and courtesy to each other. Notice there's nothing on the ground behind the counter in that photo.
If you compare it to the overdressed okonomiyaki and other topped Japanese street food nonsense, all those mayo drizzles ,chili oil, and drizzles of soy and dried fishy crap, it's right out of japan but probably less sodium overall. I have to say in Mexico, the national sport is not overgorging on food challenges, unlike the food challenges in Japan. There's the mentality to order tacos, one at a time, from a vendor, to make sure they are perfectly hot and crisped meats and fats, the tortilla doesn't fall apart, and to stop when you're full. If the video were longer, be assured there would be someone sharing that platter and it would be a treat in the park or at a square with live music and nightlife. That's garbage junk food, really but mexican standards, not a lot of farm to table there.

This kind of stuff used to be made with very few ingredients but some people just can't get a clue and think that in this case quantity equals quality. It's a fucking travesty.
