the garlic flavour is actually two compounfs that get mixed together when the cell structure of the ggarlic gets fucked up. The more you fuck it up the more intensive the flavour gets, so crushed and worked into a paste with some salt and the flat of your knife produces the strongest flavour. Also dont heat it too high.

Floridian here. The skin protects moisture and oils to be retained in the flesh during cooking. This is the reason to leave it on, and it also affects a cook's ability to keep the flesh together during cooking, kind of like trussing a roast.

You wouldn't eat it unless you're stupid. It's basically leather that stores PCBs, and if didn't source the fish yourself, knowing exactly where it comes from and how that fish tests, you skip it. Salmon especially.
