Why does milk in America taste so horrible? Is it cut with reconstituted milk powder or something?

Because most large dairy companies in the US use a higher temperature for pasteurization requiring them to hold it at said temp for a shorter amount of time. This allows then to pasturize more milk faster. Unfortunately it also severely impacts taste.

Milk in many parts of the US is completely turned to skim, then the excess milkfats are added back later to whatever percent they need (1%, 2%, whole). More efficient I guess, but could affect taste

it depends on where you get your milk. If you are buying shitty milk from huge dairies, then you are getting ultra-pasteurized, homogenized milk. If you shop around and spend more money you can find non homogenized, low temp pasteurized (if not raw- depending on the state) that is better tasting. **hurrdurr raw milk is badddd** (it's not, stfu)

Two possibilities immediately spring to mind: You're used to UHT and America doesn't do UHT, or, the other way, you're NOT used to UHT and Americans do UHT.
