Poaching meat is superior to frying because there's no oil splatter, therefore less cleaning up to do. I also find that poached chicken without browning is visually superior. Use the water to cook the rest of the dish.

Aubergine is a good vegetable to buy because it's very versatile and (at least here) fairly cheap (just 30-50% more than carrots which are the cheapest vegetables except for potatoes if you even count them as regular vegetables)

Canned whole tomatoes are great, especially when they're cheaper than fresh tomatoes such as in winter.

The amount of money you spend on food is primarily dictated by the composition of food categories in your diet. All staple foods and fats (including nuts and high-fat dairy) are cheap in terms of the calories per unit of money. Fruits and vegetables are fairly expensive but healthy.
So one good thing to do is to to avoid low-tier staples like wheat and white rice and replace with more nutritious staples like legumes, corn, buckwheat or millet which are fairly nutrient dense with somewhat higher fiber content.

At the end of the day, healthy and cheap are competing elements in modern food. Typically the main thing you need is adequate calorie intake but beyond that you also want to get micronutrients and fiber, and some taste and variety for psychological reasons alone. So you'll always end up buying some vegetables and fruits, meat and fish and never have some autistically pefect cost optimization. So the best thing to do is to set a target or limit for more expensive food categories like poultry, fish and vegetables while maxing out cheap calorie sources with adequate nutrient composition like nuts in particular.

Rice for rice, cornmeal for polenta - good filler for cheap (along with potatoes)

Eggs for protein, pork is super cheap these days too, tofu at asian markets is super cheap. Shop at ethnic grocery stores when possible as you can get a lot of fresh produce and other products for significantly less money than conventional grocery stores.
