What you've posted is specifically a decanter for (red) wine. The flat bottom allows more contact with the air and makes it easier for sediment to settle.

Pic related is what's usually used for spirits.
There isn't much of a reason to use it other than design. There used to me more of a point to it. People would directly fill these from the cask.

If I'm opening a 15yo bottle of Amarone, it's obvious that unless I'm stupid and I found it in the middle of the way, I'm going to let it breathe before drinking it. I wouldn't be able to taste it the way it's supposed to, otherwise.

Red wine probably should be decanted, I never have with white wine though.

As for whiskey decanters, I use them all the time. Whenever my wife and I have dinner guests over that I don't really like (her friends, for instance) I always put some cheap ass whiskey/vodka/whatever in it and don't tell them that it's cheap. They drink it and act like they're drinking a super premium imported spirit or something when really it's a bottle of Wild Turkey or something (not talking shit about Wild Turkey, I love the stuff)

To be fair, an actual antique *lead crystal* cut decanter can be in the $1000-$2000 range.

On the other hand a 1920's cut glass decanter is available even on eBay for about $50
