I imagine this OP became a thing because usually desserts are eaten after a meal, and the chip butty is often made with leftover fries and a leftover roll from a meal. No, people in England don't call it dessert.

Also, while on wikipedia checking to see if there was indeed somewhere in the world that call this a dessert (as far as I know there isn't), I found another article linked on the page for the crisp sandwich. I found this image there.
