I don't know why people think tacos should be under a dollar. its all about the quality of the ingredients. Whenever I go south of the border I try to find carne asada with cuts such as strip steak or arrachera and usually pay around 3 dollars a pop. That is horrible advice. For a bribe to get you out of a situation it must be done before things get "official". If you go, or fake, calling an embassy that is when the situation gets real and the legal process needs to play out. If you are contrite, nice, and kiss ass you will likely be let off the hook.
In 12 years as an American in Mexico I have only been shook down by the cops once for 200 pesos, for driving a car without plates. I've been in accidents, been pulled over for legit infractions numerous times and they usually let me go.
From what I have seen they pick on locals a lot more than forigners, because a locals knee jerk reaction is to whip out a bill to make them go away and forigners is to freak out.
