I only have $20 and I need to get some food, but I have some problems that don't make it so simple. It can't be something that has to be refrigerated, and I have to keep it in my room or someone will steal it. And it has to be stuff that I can prepare with everything that my $20 will buy because I don't have any other food. So if you're telling me I need butter to cook whatever well, I don't even have butter.

Look up "food banks" or "food pantries" in your area. A lot of them don't ask questions. They might ask why you're in need, but they're unlikely to make you prove low income or anything.
They pretty much only stock pre-cooked canned foods because the people who visit food pantries tend to not have basic cooking skill (according to my grandma who ran one).
If you're secretly well off, you might get sued, but if you're genuinely struggling you don't have to worry about it.
In my state, you're supposed to be under 200% of the poverty line, but chances are they won't make you prove anything.

yeah this
im so tired of retards online being like i have no money for food. their cell phone bill is probably 100+ a month or some shit, and they got a new car or live in some expensive apartment.

live within your means bro. food is the 1 thing you can get for literally free in most countries, just don't be a retard and youll get it.

i do food pantries always, its literally free groceries i wish i did this like 10+ years ago as well as other things, i'd have like half a million saved if i did.

the reason i started going is seeing footage on the news of people driving up to those food banks in BMWs and expensive cars and SUVs that cost as much as some cheap houses. like wtf, if they can get free food i should be able to too.

Given your constraints, here are some affordable non-perishable food options that you can prepare without refrigeration and with a limited budget:

Rice and Beans: Both rice and beans are inexpensive and can be bought in bulk. They are a good source of carbohydrates and protein. If you have access to some basic seasonings (like salt and pepper), they can be quite flavorful.

Pasta and Tomato Sauce: You can get a pack of pasta and a can of tomato sauce within your budget. If you can afford it, adding some onions or garlic could enhance the flavor.

Canned Tuna or Chicken: These can be a good source of protein. You can eat them on their own or mix with pasta or rice.

Instant Ramen Noodles: While not the healthiest option, they are inexpensive and can be prepared easily. You can also add some canned vegetables or an egg for added nutrition.

Oatmeal: Oatmeal is a good option for breakfast or a quick meal. You can cook it with water and add sugar, cinnamon, or even some dried fruits if you have them.

Peanut Butter and Bread: A jar of peanut butter and a loaf of bread can provide you with a quick and filling meal. Peanut butter is a good source of protein and healthy fats.

Canned Vegetables: Look for canned vegetables on sale. They can be added to rice or pasta for a more balanced meal.

Dried Lentils: Lentils are a good source of protein and cook relatively quickly. You can make a simple lentil soup with just water, lentils, and some seasoning.

Instant Soup Packets: These often only require hot water. Look for ones that are affordable and within your budget.

Remember to check prices and compare options at your local grocery store to make the most of your $20. Additionally, if you have any spices or condiments at home, they can go a long way in enhancing the flavor of your meals.

Yeah, but as I said, you can get charged or sued for fraud if you don't really need it.
The line of "needing it" is pretty generous though, as I said, you can be well over the poverty line and it's still legit.
