Hot brown is good but definitely not a common food in Kentucky.
Burgoo is just small game stew again not common at all in Kentucky but they have a festival for it
Bourbon balls are a thing but buckeye balls are a lot more common.
Reality is Ky is Bourbon, Horses and College Basketball to most people.
One of the problem food wise is that Ky has 4 very distinct regions inside it so nothing really is an everywhere thing here.
Like I'm from Eastern Ky and Soup Beans and Cornbread are my iconic Ky food because its Appalachian.
Central Ky is just less trashy Ohio
Western Ky is just midwest
And southern ky has more in common with the south then even Tennessee does.

Meme tier image but
Going by exotic taste: Alaska
Best overall: NY, NY style pizza, meatball hero, buffalo wings, fucking cheesecake, all top tier, all alone wouldn't be too special, but all together launch NY up top. Mogs the rest of America hard.
Best dish regardless of state, there can only be one: If we discard regular food as in plain steak/beef/chicken as being a dish, and we should given that they were all discovered in Europe first, bluntly put Massachusetts's.
You cannot beat chocolate chip cookies, and Ruth Wakefield made them there, so it wins.

If Cincinnati chili is a hate crime, then I'm an Aryan Brotherhood skinhead - that shit is amazing, and you deserve a curbstomping for dissing it. I've even made it at home with custom recipes when out of the US - nothing beats that sweet combination of spice, cinnamon, meat, diced brown onions and softened pasta. When Trump wins again in 2024, it'll be declared the new national dish.
