Stews are all the same, all recepies just consist o the same 4 basic techniques/steps:

1. brown the (cheap and tough) cuts of meat
2. brown veggies in the same pan with the fond
3. deglaze with stock/beer/wine/water/whatever
4. put it all into a pot with spices and simmer for hours

All stews essentially boil down to that(pun intended). Watch a bunch of videos on youtube, like food wishes ones for stews, and you'll get it. Andother cheap food you might want to consider are many types of beans which are dirt cheap and last a long time.

I thought this was wrong so I went and checked that exact can of kidney beans.
The entire can contains 20.4g of protein and says that is 40% of your daily intake.
But bean bioavailability is around 80% and kidney beans are not a complete protein so they need to be paired with other foods.

So to get your daily protein you'd need to eat 2.5 cans of beans, but actually 3 cans because of the bioavailability. That's to meet the pathetic 50g that's "recommended" based on old guidelines. But modern research seems to suggest 100g is a better target and even higher if you're exercising which equates to 6 cans of beans.

For comparison I just ate 500g of beef that cost me $8 on special and contains around 110g of protein (because of extra ingredients it's slightly lower than the expected 125g). That could have easily been two or even three meals if it was eaten by a normal person.

If you shop like a mexican/latino/central american/caribbean person at their markets or buy in bulk might make do for a while with low cost big bags of onions, peppers, dried beans, tomatoes...you know for some sofrito making goodness, the mirepoix of soup bases, you'll be fine. Grow a few herb plants. Bags of oranges or frozen concentrates. Buy flour and yeast or shop the Flowers outlet, and remove sliced sandwich bread from the freezer to toast to order, prolly ok. $1 loss leader bread at wal-mart. Tortillas, arepa mix, masa, that kind of thing. Pat out some simple no yeast Indian flatbreads cooked in a skillet, like my mother's maid used to do with the chapati and kulcha breads.

The issue for price savings will be to buy the 12pk chicken breasts in bulk or loss leader rotisseries and freeze what you don't need to immediately eat, or else the only affordable meat will be fatty and cured. Buy entire pork loins, the upfront cost seems greater, but you can portion the loin in 30+ chops or 10 different recipes.

If you want to do the authentic medieval recipe you make it with freshwater cod, burbot. You can make it with meat and/or fish, mushrooms, potatoes, leek, onions (those are top tier in this part of the world) whatever else. Here's a cheap breakfast.
Chilaquiles
You will need Corn Tortillas about $3.50 for a package of 80
A jar of nice Red or Green salsa. something you like that isn't t pricey. You can get a good one for about $2 for 24oz
Refried beans usually runs about $1-1.5 for 16 oz can.
some decent but not expensive cheese like colby jack. you can get a small 8oz block of store brand for about $2 you wont need much.
Sour cream which run about $2 for 16 oz.
Some onion say 1/4 to a half of one usually a bag of 3lb runs $3.50
a couple eggs these are rising in price but right now they are running about $1.75 for a dozen
A bit of butter and a bit of oil negligible cost.

You will need to cut up some tortillas 3 or 4 in 4ths and fry them up some or bake them till they are mostly crisp and reserve them. in another pan add a bit of tiny bit of oil and add in some of the refried beans i like about 4 oz you might like more just be sure to heat it up and make a few crispy bits, plate them when when they are done to your liking and sprinkle on a small bit of shredded cheese, wipe out the pan you did the beans in and add some butter or oil and sautee some onions season them how you like i like to dash them with some cumin and salt, when they have some nice brown coloring plate them, plop a dollup of sour cream on the plate, now take all the semi crisp tortilla wedges you made put them in a skillet mix up some salsa like 2 table spoons and an equal amount of water. pour this in the pan with the tortillas and let it simmer a bit let them get soft and plate that up, sprinkle a bit of cheese over that, fry up two eggs and place them on top salt and pepper to taste.

Overall this breakfast should be filling and would cost about $1.25-$1.50 depending on the items you have available and prices could be more if your area is expensive.

Dumplings are optional but great, 50g of suet combined with 100g of self raising flour, with just enough water to make it stick together. Add a little salt, and parsley and thyme if you're feeling gourmet. Roll it into 8 balls and add to the stew 30 minutes before serving. I normally make a lot though

Cooking is simple, add ingredients to pot, cook until everything is edible. Or, add it to a slow cooker and put it on for 8 hours.

Serve it over rice if you're really stretching it, or just on it's own. Goes well with bread. You can add other sauces once cooked, some people in my family add ketchup, others add BBQ, others add hot sauce. Again, up to you. It's simple, but delicious.

I think outside of sandwich paste that we have here in the UK, it's the cheapest meat. A can of 8 is 50p. A box of sandwich sliced meat is usually at least a pound, or 80p for "chicken roll" which is basically mechanically separated chicken meat glued into a tube and sliced. The cheapest actual meat I've found is £1.50 in a huge supermarket for 80% beef mince, which is actuallly pretty good since I like a thicker mince than most places do and they do mince it with a wider grate than most other stores for some reason. I don't know why, even their more expensive versions mince their beef super thin, like spaghetti width.

Corned beef can go a long way too, if you're doing a stew. But really, if you're in the situation of buying bulk flour, beans and rice just to live, then phone up a local food bank. you're literally the ones they're there to help. They don't want to give most of their stuff away to junkies and single mothers who have different numbers of kids every time, they're just the ones shameless enough to do it. Don't feel embarrassed, you don't have to tell them your story and even if you do, it's likely you're probably the most deserving person they've met all day
