whatever scraps of meat you can find at the absolute cheapest, use it to make gravy- usually whole chickens are cheapest per pound which is great because you can roast it on a wire rack in a sheet pan then collect all the delicious chicken fat
if you can't find any meat, just butter and flour and chicken stock is good enough
pic related is my favorite rice and it's dirt cheap

if you have a japanese rice cooker it's even easier because you can just cook a big pot every morning and eat it throughout the day, it stays perfect for like 30 hours
allegedly there's 108 servings in that 10 pound bag, but let's half that because it's unreasonable
that's 2 or 3 weeks worth of rice for ten dollars if you eat it for every single meal

cans of beans are also good
red beans and rice is fucking great:
ham hock (if you live near a butcher it should be cheap as fuck but rural grocery stores usually mark the price way up)
sausage on sale
2 cans of red kidney beans
bell pepper
celery
onion
worcestershire sauce
other various seasonings
andouille is best but you could use kielbasa if it's significantly cheaper

potatoes are also very cheap calorie/dollar
store brand butter and sour cream is very cheap usually

these are largely good suggestions (can you really get andouille for cheap in the states?)
if you're buying whole chickens, keep the carcass once you've broken it down.
chicken carcass + water will give you a palatable chicken stock, out of something you might otherwise throw away. chicken stock + 1 cup of rice will give you congee, which will last for 3-4 meals.

I used to do this when poor
1)boil instant noodles in a pot (cheap kind)
2) when they're done after a few minutes, add in like 1 to 1 1/2 cups of coleslaw (dirt cheap)
3) add in some extra spice if you can spare like a hot sauce or something
noodles are like 30 cents a pack and the 'slaw comes out to like 25 cents a portion. about ~450-500 calories for less than a buck.
not the healthiest but not the worst. Only boil the coleslaw for about ~30 seconds, you don't want to boil the nutrition out

$2 per meal or per day? You could try donating plasma if you get hard up if it still be worth it to get to the clinic & back or try gig work. Everything I am suggesting is from an American perspective so not sure it will help entirely.

Cheap pasta that is on sale, usually $1-$1.50 a box, premade pasta sauce $1.5-$2.50, 1lb of cheap meat/chicken $2-$2.50, plenty of salt. Should be able to split the pasta (12oz/2, 16oz/3) to make it several times. I just made it & it fed me well for the day (honestly ate too much), about $0.45 in barilla pasta, $2 in store brand sauce, and $2.27lb 80% ground beef.

Several russet potatoes, salt & pepper, 2lb fatty ground beef, a couple of onions. Skin potatoes, chunk them + an onion or 2, brown ground beef not draining the fat, throw it all in a crock pot with a lot of salt & pepper, add water until you can start to see it, cook on low for like 6 or 8 hours.

Bell peppers and onions are cheap, cut them up, fry them with some meat/chicken, toss in a sauce of your choice and serve over rice.

Potatoes, onions, bell peppers (or just buy potatoes o'brien), like 4 or 5 eggs, some salsa & shredded cheese. You can eat it is as is or put in tortillas for breakfast burritos.

Ground beef, can refried beans, shredded cheese, salsa to make cheap beef, bean & cheese burritos. Could throw in potatoes, onions, bell peppers if you wanted.

Big bag of salad, can of store brand black beans, shredded cheese, ranch dressing (prefer southwest), hard boiled egg, maybe some cheap deli meat or chicken sliced in.

Can of mixed veggies, rice, eggs, soy sauce, ground beef, sweet & sour or teriyaki sauce to make beef fried rice.

Cereal + milk
Instant Oatmeal
Pancake/waffle mix (or make your own), syrup & butter

Green beans or corn + mashed potatoes as sides with grilled chicken

can tuna + mayo or miracle whip with lemon pepper seasoning, in a sandwich on cheap bread or mixed with warm rice
