The only diet that has ever allowed test subjects to eat as much as they want and still lose weight is a while food vegan diet. Keto-tards thinks that fat is satiating which it is but is also extremely dense in calories. My mother is on this diet right now and has lost 5 pounds of weight in two weeks, and this is isn't water weight like every low carb dieter experiences. I make this 100% whole wheat bread that's like a brick. It's got so much fibre in it my mother feels satiated for lunch with a small sandwich. Fibre and foods that are high in water content are key to losing weight and making one feel satiated. It's almost impossible to get fat eating brown rice and beans and vegetables with no oil added.

If you want a specifically low-carb weight loss diet that's not keto, the CSIRO has one that's around 15% carbs and is pretty good. There's no evidence that such a diet will help you lose weight or lower your blood pressure better than any other diet, but it can control glycaemic variability a little better.
