It would probably work alright on college campuses, though the novelty might die off eventually. It's the initial investment that kills most food trucks in the end, and it's really just a game of keeping with it and breaking even over time.

The assumption is you're getting 3-5 sandwiches per person. College campuses are a good place to park for that. Drunk/high 20 somethings cramming multiple cheeses would make up for the red.

Unfortunately, pretty much any college campus has an exclusive contract with a foodservice company which handles all food on campus.
Even with a campus food court with “normal” chain places, those chains are franchised/operated by that single vendor.
That vendor isn’t going to allow you to sell anything at all, much less a cheap item that undercuts their airport-prices by so much.

Anecdotally, a couple students tried to sell bowls of instant ramen for $1 at my college during finals week and that’s exactly what happened.
One of the chain places at that college was a Burger King; The operating vendor made the menu prices so damn high that BK warned them a couple of times and then literally revoked their franchise because they didn’t want the brand associated with that outlandish pricing.

If the college puts pressure on local government to fuck you, go to a different college.

It's not always exclusive, especially in larger institutions with expansive lands. Very often now, schools will allow food trucks to operate on their campus, especially as a gesture of supporting local small businesses or the endeavours of their alumni. To not step on the toes of the existing cafeterias and restaurants, they'll usually be located on a different area of the campus that's distant enough to not cause outright competition with the other vendors.

Jokes aside, the "cash only, whole-dollar prices tax included" approach can be based. There used to be a falafel place near us open late nights that used this approach, and it helped to keep the drunk line moving.
